There is a solution!
I figured this out myself, I realize it's probably on google, actually I sure it's on google but this was figured out by me with no outside resources except notepad (I was scripting) and my computer. Don't accuse me of plagiarizing.
Anyways here's what you do:
1. Go to a folder or somewhere you want this 'script' to be.
2. Make a new shortcut file. (Rightclick->New->Short Cut)
3. You should get a box that says something about item location, type in the following. (And when I say type I mean copy+paste)
%windir%\system32\rundll32.exe advapi32.dll,ProcessIdleTasks
4. Press next and you get enter name, enter what you want.
5. Click finish, and when you want to 'restart' just double click and all the idle stuff goes -puff-. (No there is no sound effect although if you know how to script you can add one -.-)
