The post news item puts a line or two above the area where the Q&As appear. Where Jon's gator thread is advertised and where a reminder appears every now and then to vote for this site. AFAIK

Because the mods just move the first formatted item to the news section

The Q&As themselves are created by vigilant members who lurk the BNet forums
