every protoss has a level of psionic capability that is extremely rare among terrans.

Extremely rare means that it actually happens... Human being with psi power equals to the one protoss wield, which would be a lot more than your average ghost.. I wouldn't be surprised if at some point of sc2 story there would appear Terran with enormous psi level... A missing piece of puzzle in creating THE perfect hybrid - mix of all THREE species. Or maybe someone who would combine with some powerful protoss to create being capable of killing ... [inset main villain from sc2].

Sound cool to me :)

No, I believe it is talking about the ghosts. When it says "every protoss," it implies even the very lowest class, the civilian Protoss that we haven't witnessed in game. However, the Protoss who focus on their psionic abilities become the Zealots, and as they further their powers, join the high ranks of the Templar and the other units.

well humans are at the brink of becoming a psionicly powerful species so hopefully we find out in the game.

Also speaking of civilians HOW do civilian protoss live anyway?

Samir Duran isn't actually a human, just in the form of one ;)

And it sounds like Kerrigan would be the best choice for a Terran/Zerg/Toss hybrid, just because shes 2/3rds of the way there, probably wont happen though.

Just rumored? It was conspired by Blizzard themselves in the bonus mission of brood war, Dark Origin. Otherwise, there wouldn't be so much obsessions and speculation on the hybrids if it were just "RUMORED". I don't believe what I hear often, but I believe what I see, and I’m seeing a story involving the hybrids.

It's more about their role is the storyline. Not in the gameplay. They're not a race, that's been confirmed already.

How is she /Toss? She was had psi abilities before, being assimilated by the Zerg just stepped it up...

She only obtained the psionic storm ability by infiltrating a terran science vessel. So she's nowhere near of being a Protoss. It's just that Kerrigan's natural psionic ability is too powerful. She even managed to mind control Raszagal.

No dude. Kerrigan surpasses protoss psionic abilities in some ways. I dont quite remember the mission but it's stated throughout the campaign she's built up an ability to summon terrans and even protoss telepathically across worlds to her location. And when they talk about the rare terrans who get psi levels near the protoss they arent talking ghosts they're talking about rarities like Kerrigan.

*edit* MC2, if she could mindcontrol the freaking DT matriarch, then YEAH I think she's MORE powerful than most protoss.
