This game mentions a lot about "psionic powers", and a lot of people get confused about it.
Psionic refers to the telepathy/psychic powers between individuals.
In SC the power is mainly used by the protoss, and the zerg. While terrans harvest and research this technology.

The protoss communicate with each other using psionic abilities. The zerg's chain of command is also passed down using psionics. Terran ghosts are naturally gifted with psychic abilities.
While the psi-emmiter can attract the zerg, the psi-disruptor can disrupt zerg's communication abilities.

So does anyone have a scientific explanation to "Psionic Technology"? Or is it just simply too difficult for terrans to fully understand? :D

You don't explain Psi with science. Psi is the explanation.
Fan: "So, how exactly do they create lightning out of thin air?"
Blizzard: "Psi, duh!"

Psy could be explained as life force....As all Protoss release their psy pulse when they die. The reason other races don't is that they're not fully in tune with it, as the Protoss are. The Protoss have complete mastery over their psy, and can thus also channel it through things running on Kandarin crystals.

Apart from telepathic communications, what else can psi do?

Let's see....

Aided only by Khaydarin/Arugus stones.

Hallucination
Psionic Storm
Mind Control
Feedback
Maelstrom
Archon Meld
Cloak (Dark Templar)

Aided by other mechanical means

Cloak (Arbiter)
Recall
Stasis Field
Psi Blades

That's just the 'toss Psi. The Zerg have their own altogether.

Psi is a kind of energy field created by all living things. It surrounds us and binds us... oops, never mind.

according to the strory, while in space (criminals sent away from earth) and subjected in a long sleep, some humans developped psionic powers. it's true, they are still researching, but this is how the terrans got ghosts. when i was younger i thought 'terrans' are humans but with more psi powers, is this idea true? wha u think?

Na, by definition, a Terran is someone from a planet.....BUt you'd be better off just calling them human. If they were human with more psi powers, only the Ghosts would be Terrans.

And I wanted to say this, but I didn't know how to work it in
Ms. Cleo on steroids.

It woulda been funnier if I could have used it :-\

A lot of sci-fi refers to humans as Terrans. It is usually interpreted as "from the Terran system" as opposed to "from Earth." I imagine Terran (from Terra, which also means Earth) is used because "Earthan" is hard to take seriously as a civilization's name because of the "th" sound which can be considered weak.

Plus there's the fact that, since the writer never explicitly states that they're from Earth, he/she can throw in whatever agenda they want to.

I want to know if ghosts have this psionic ability, why is it that they aren't affected by psi disruptors? And also protoss units that have psi abilities?

Kerrigan got infested and taken over because of her psychic ability. does that mean the overlord is interested in all ghosts?

1: Because ghosts and protoss think for themselves while zerg have a collective mind.
The emitter gives zerg the idea that they have been called there while they don't and disruptor does not disrupt their instinct but does disrupt the collective mind and blocks commands given by overlords and queens.

2: You mean overmind. He did have interest in all, in a fiction book he even infested stukov (after he had him revived from the dead). Sarah Kerrigan was just chosen because she was the most talented.

Addition to #1: In a book after activating the emitter Kerrigan was exhausted and had a pounding headache.

Addition to #2: I never read that but yeah she was the most powerful/talented ghost the zerg captured.
