    I never thought much into it, I always thought the "Thunder" as the nuclear strike call down....while the "whirlwind" was the nuke explosion.

    It's a reference to a bible quote.

    "For they have sown the wind, and they shall reap the whirlwind: it has no stalk; the bud shall yield no meal: if so be it yield, the strangers shall swallow it up."

    It's a fancy way of telling the bad guys "you asked for this".
